As an admin I want to browse logs of certain user so that I do not need to look through all logs of all users.
*Acceptance criteria:*
# admin can browse logs of choosing certain user(s) and particular period
# there is button 'Browse logs' on 'environment health status' page
# if an admin clicks 'Browse logs' button popup for browser logs management appears
