as an addition: should the doctype docs recommend to put the new doctype
into a module? (i'm a little reluctant about this because i can't get my
own new doctype to work atm.)

Yes, IMO that's a good idea because all resource-type-related resources
are in a single place. Related resource types which share most resources
could be put in the same module.
