We have recovered the dag and its completed or non-recoverable (hence failed). For such cases, its not clear what the history state is. For completed dags, history events may not have been fully sent. For non-recoverable dags history events may be incomplete because the DAG may have been running. 
This needs a solution because history dependent things like UI may end up showing the DAG as running forever.
One potential solution could be to send a DAG summary data to history with final state for such dags.
