[PR] Fix ci workflows [dubbo-spi-extensions]

## What is the purpose of the change
This PR improves and optimizes the GitHub Actions workflows for Dubbo SPI Extensions by refactoring and streamlining multi-version testing, caching, and overall CI execution.
## Brief changelog
# Deleted redundant workflow files for individual Dubbo versions.
# Merged multi-version testing into a single matrix strategy (dubbo-version in conformance.yml, build-and-test-pr.yml, and release-test.yml).
# Optimized Maven caching to improve dependency reuse and reduce redundant downloads.
# Removed unnecessary checkout steps to speed up workflow execution.
# Introduced a retry mechanism for flaky tests to improve CI stability.
## Verifying this change
This change has been tested locally using:
# `mvn clean test` – to verify unit tests pass.
# `mvn clean verify` – to confirm the full build process works with integration tests.
# Tested the CI pipeline locally using act to ensure workflows execute correctly.
# Manually checked logs for successful test execution in GitHub Actions.
