[UX] Cross references on Writer

Writer have a powerful and easy to use cross reference system, but
there is room for improvements.

For example, I have a document with +60 headings on four levels: in
such situation searching the right heading on the cross reference menu
is time consuming. A good addition to Insert → Fields → Other →
Cross-reference tab could be a "filter" that permits to narrow the
search.

A complementary improvement could be to add a new "draw mode" on
Navigator: As cross reference

KG01 - UX will put this design exploration in our backlog and will look to
find some volunteers to work with development.

 From my point of view some more UX efforts should be invested in order to 
figure out these functions in more detail from the UX perspective.
Then, at least one developer have to show up for the implementation. I am 
interested, but I do not know, if I will have the time to do it. But I would 
offer my support for the development.
