Test with Nuance

I've found where the initial grammar is set up 
BaseModel.populateInitialGrammar().  However I don't want to start altering the framework to any great extent.  Since much of this is fixed might it be better to wrapped up in a config file?

The "initialGrammar" has moved here for US English [

] and here otherwise [ 
http://cvs.apache.org/viewcvs.cgi/jakarta-taglibs-sandbox/rdc/src/org/apache/taglibs/rdc/resources/RDCBundle.properties?view=markup 
]

You might have to wait a day or so till it gets reflected in the binaries. 
The properties file(s) will grow as I i18n'ize the rest (starting with 
grammar URIs).

Exactly, something similar -- this will be an external grammar in the next 
commit from me [ as discussed here
