[FLINK-40508][pipeline-connector/db2] Fix flaky op_ts assertion under randomized CI time zones

The CI passes a randomized -Duser.timezone to Maven, and Surefire forwards
this user property into the forked test JVM, overriding the UTC pin in the
module's surefire argLine. Since Db2 resolves LSN timestamps with the JVM
default time zone, the op_ts value shifts by the zone offset and the
wall-clock comparison fails. Assert op_ts is a valid change timestamp (> 0)
instead, following the Postgres connector test pattern, and drop the
ineffective surefire argLine override.
