For the Openoffice.org example (can be found in the scratchpad) I had to
add an entry for the Openoffice.org doctype too. As Openoffice.org is
licensed under non-compatible licenses I simply added the entry to the
catalog and the DTD is a complete empty document without any
information. This workaround solved my problem ...

Thanks Geoff for spotting this! I only read the 2.3 version which should be
- as Vadim pointed out - allowed to be included.
Unfortunately, the 2.2 version is not allowed; so I will for a first fix
use the 2.3 version for 2.2 as well.

Did something change that made sun's dtd permissable in our cvs?  When 
this was discussed before in context of the xpatch task working without 
internet connection, placing web-app dtd in our cvs was a no no.
