License in RELEASENOTES-like file?

Mentors:

Is an ASF header required in a RELEASENOTES file or does that fall in the
README camp?

Appreciate the input. As it turns out, this was a non-standard name which
meant RAT was sad. Prasad renamed the file and RAT should be happy now. I
want to make sure we have as many ducks in a row as we can so we can
(hopefully) be prepared for a release.

JIRA comments look fine to me. I have nothing to add other than to say
that life is typically easier if you just add the license to the file
(end?). Purists would say that even the readme should have it (I'm not
in that camp though).
