Fix For: 0.10.0
Add an additional timeout value in the AMQP consumer to deal with a remote that doesn't respond to a drain request. The timeout handler should close the MessageConsumer that is awaiting the drain with an exception since we don't know what the remote state is following a lack of response to the drain.
