Implement a generic approach for offline repository usage:
*1.* if we install DLab with offline repository enabled then
- DLab provisioning script should create offline repo
- installation of any library from DLab WebUI should be proxied via offline repo automatically after SSN creation


*2.* There should one single place where all online repositories are defined for DLab, such that if we need to add 1 new repo (e.g. Spark repo), we don't have to add it in multiple places in the code, we need some sort of global "repo_management" configuration file(s) to manage such cases
