Long ago, we turned on javadocs processing for ecj-linting because tooling was weak elsewhere.

But nowadays {{javac}} and {{javadoc}} are already doing this processing. It may be redundant for {{ecj}} to do it too. 

If I remember correctly, enabling the option caused ecj to run much slower back when we turned it on. So maybe it should be disabled, if it speeds up precommit?
