[jira] [Created] (YUNIKORN-3507) [Core] Account for preempting resources when calculating preemptable resources in quota preemption

Hedger Lai created YUNIKORN-3507:
------------------------------------

Summary: [Core] Account for preempting resources when calculating preemptable resources in quota preemption
                 Key: YUNIKORN-3507
                 URL: https://issues.apache.org/jira/browse/YUNIKORN-3507
             Project: Apache YuniKorn
          Issue Type: Bug
          Components: core - scheduler
            Reporter: Hedger Lai
            Assignee: Hedger Lai

During quota change preemption, allocations that have already been preempted and are undergoing graceful termination are tracked in the queue's preemptingResource. While QuotaPreemptionContext.setPreemptableResources() deducts preemptingResource from allocatedResource when checking maxResource overflow, Queue.GetPreemptableResource() and getChildQueuesPreemptableResource() use raw allocatedResource without subtracting preemptingResource.

As a result, in-flight preempted allocations that are already shutting down are still counted as active usage above guaranteed quota, which can cause child queues to be over-assigned preemption targets or preempt additional victims unnecessarily.

Both Queue.GetPreemptableResource() and getChildQueuesPreemptableResource() should deduct preemptingResource from allocatedResource before computing preemptable resources.
