The current UA-based redirection for file downloads causes some issues within the Ask installer wrapper when the user is behind a proxy, or the UA string is otherwise obscured. Detection for a new QS flag needs to be added into the redirect logic, so that the Ask Installer can request its download, pass this flag, and always avoid having the download potentially redirect to the PSP.
