Patch attached. Aside from the tests, manually failed over with fencing via hadadmin using sshfence.
Will file a jira for passing fromSvc as an argument to the fencing script instead of relying on it being configured, and for being able to use logical dfs.ha.namenode.id instead of rpc addrs.

This is needed even for manual failover (the CLI should use the configured fencing mechanism). The FC needs to access the HDFS-specific implementations HDFS-2179, could add a common fencing interface (or just shell out but we may not always want to do that).
