Patch attached.   Aside from the tests, manually failed over with fencing via hadadmin using sshfence. 

Will file a jira for passing fromSvc as an argument to the fencing script instead of relying on it being configured, and for being able to use logical dfs.ha.namenode.id instead of rpc addrs.
