Retrieve and send SAML Assertion from third party

Hi, 

I'd really need for you to point me on the right direction/documentation for
my following use case. 

What I want to do is to receive a request, retrieve a SAML assertion from a
third party service and then use this assertion to do a request to
salesforce. 

What is the correct way to do this? 

Any hint is highly welcomed.
