svn stops checkout via modem

in the middle of a checkout via modem i get:

svn: RA layer request failed
svn: could not checkout a file
svn: GET of /svnrep/!svn/bc/411/trunk/proj/main.html: could not
connect to server

timeout is set to 5000.

what could be wrong?
server: 16.0, redhat7
client: 17.1, w2k
