ok. first off there is no such thing as "a VelocityStrutTool" ... the Velocity
Tools provide a collection of tools to ease the use of Velocity as a view layer
for Struts but does not interfere with the inner workings of Struts in any way
(i.e. creating and removing ActionForms).  It should make no difference if you
forward to a JSP servlet or a Velocity servlet after the Struts Action has
finished processing.  If you still think there is a bug you might want to be a
little more specific - perhaps provide us with some means to recreate the problem :)
