The links are fixed in latest documentation. verified using both links [http://hadoop.apache.org/docs/r3.1.0/hadoop-project-dist/hadoop-common/ClusterSetup.html] and [http://hadoop.apache.org/docs/current/hadoop-project-dist/hadoop-common/ClusterSetup.html]
