[server] Fix metadata races after table recreation

Keep table IDs, bucket assignments and partition caches consistent when a
table name is reused. Ignore late updates and deletions for older table
instances, and retry inconsistent tablet responses through the coordinator.
Preserve the existing handling of empty responses during node discovery.

Confirm out-of-range buffered writes with the coordinator before failing
queued and in-flight batches, so flush completes without changing the
routing of already buffered records.

Add regression coverage for cache generations, partition cleanup, metadata
refresh failures, node startup and write completion. The 100 focused tests
pass, along with the full FlussLakeTableITCase and FlussTableITCase classes.
Server suites and client unit tests passed in core validation; the full
core run was not completed.
