There is no entry for the Base64Decoding exception message in
org.apache.xml.security.resource.xmlsecurity_en.properties

This causes errors when Base64Decoding exceptions are printed.

To fix, add the following line to
org.apache.xml.security.resource.xmlsecurity_en.properties :

Base64Decoding = Error while decoding
