I grouped the 0.94 builds under the hbase area up on jenkins and reenabled the 0.23 builds.

In all of these jobs, I've removed the lock on hbase.  I did it originally in desperation to see if it was responsible for hbase builds hanging jenkins servers a while back.  Since I did it, we've not had a hang.  Hopefully this is it (though when I read the builds setup prescription, it suggests that long builds like ours should use a lock).
