Doug Lea's concurrent library is public domain, but contains a couple of Sun files:

"All classes are released to the public domain and may be used for any purpose whatsoever without permission or acknowledgment. Portions of the CopyOnWriteArrayList and ConcurrentReaderHashMap classes are adapted from Sun JDK source code. These are copyright of Sun Microsystems, Inc, and are used with their kind permission,  as described in this license:"

Technically I imagine this is problematic in that a) it's non-transferrable and b) it's public domain so we don't have a sublicense with Doug.  In reality, I'm not sure this is important.

I read that as these files can't be used separately from Doug's work, as such I would feel comfortable with this being "included in binary form within an Apache product if the inclusion is appropriately labeled", much like we recommend for "Weak Copyleft" Licenses.
