[GitHub] incubator-trafficcontrol pull request #678: resolve final license issues

    resolve final license issues

    Added license to new `building.rst` file.
    
    Removed files in "experimental" that still don't have license resolution in place to finally get the rat tool to pass.
    
    If they are needed,  the license issue needs to be resolved prior to merging in.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/dangogh/incubator-trafficcontrol remove-licenses

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/incubator-trafficcontrol/pull/678.patch

To close this pull request, make a commit to your master/trunk branch
