Log:

  This is a major change to deployment of apr-iconv (even if it's not a
  pure API change) which means that APR_ICONV1_PATH behavior should
  occur on 1.1 branch, and as I'm about to tag a 1.1.0 candidate, it's
  time to branch 1.1 from trunk.
