[I] Normalize API base URL environment overrides [rocketmq-dashboard]

## Problem
VITE_API_BASE_URL normalization removes only one final slash and does not trim whitespace. Padded values or multiple trailing slashes create malformed request base URLs.
## Expected behavior
Trim the override and remove all trailing slashes in one reusable normalization boundary.
## Verification
Add a config unit test for a padded URL with repeated trailing slashes.

After reviewing the current codebase, the `VITE_API_BASE_URL` environment variable **does not exist** in `apache/rocketmq-dashboard`. The project uses `REACT_APP_API_BASE_URL` (Create React App convention) in `frontend-new/src/api/remoteApi/remoteApi.js`, not Vite. The URL normalization behavior described in this issue does not apply to the current configuration.
If this is a proposal to migrate from Create React App to Vite and add URL normalization, that would be a separate enhancement discussion.
If you believe this code exists in a specific branch or PR, please share a link so we can locate it.
