Voting

To clear up some confusion (or create some more ;) here's
in short what Voting is:

* Voting on backports:

   +/-1/0 in a $branch/STATUS file (in git!)

* Voting releases/new committers

   +/-1/0 on a [VOTE] *mail* thread


But that's not just to give your voice. The only voices that
we are allowed to count (for legal reasons) are those of
Committers[1] & PMC[2] members.
It is mostly to get more reviews on a patch or a release.
(That is why I always CC users@trafficserver.apache.org for those)

For the sake of completeness:

* Vetoing a feature:

   -1 on a commit (usually mail): Must include an explanation
