   A rough plan:
   1. overall framework
   - [ ]  `MadsimLayer` 
   - [ ] a server that simulates the service
   - [ ] use madsim's network API to connect them
   - [ ] simple tests like `write()` and `read()`
   
   2. continue to improve
   
   - [ ] support for more interfaces
   - [ ] inject failures 
   - [ ] ...
