[I] Add ability to pass DataAccess hit with Lucene104ScalarQuantizedVectorsReader [lucene]

   ## Description
   Similar to [Lucene99FlatVectorsReader](https://github.com/apache/lucene/blob/main/lucene/core/src/java/org/apache/lucene/codecs/lucene99/Lucene99FlatVectorsReader.java#L69-L72), we should add the ability to pass DataAccess hint for [Lucene104ScalarQuantizedVectorsReader](https://github.com/apache/lucene/blob/5af15dc4be5b3a5089f1c02e6f11122165d82939/lucene/core/src/java/org/apache/lucene/codecs/lucene104/Lucene104ScalarQuantizedVectorsReader.java#L77-L121). Because a ScalerQuantized VectorReader can be used for both sequential based search and for HNSW too.
