You should be making the pkg-config secondary to the manual command line overrides. Also, I'm no m4 expert, but it doesn't strike me as correct having the command line option definitions inside a conditional.

Also, have you checked if pkg-config is available to the oldest version of autotools that we support? (whatever that is, and I would assume so)
