Current trigger point for Bulk Ops is faithfully implemented on the Hosts page per the spec, but we are finding that it's not very intuitive and easy to miss.

1. Remove the "Add New Hosts" button on the right.
2. Create a Actions pulldown menu that contains "Add New Hosts" and the bulk ops items: "Selected Hosts >", "Filtered Hosts >", "All Hosts >"
This button should be placed to the far left side of the page.
