[users@httpd] Server uptime through /proc/uptime

For some reason my server has problems with me running the uptime command
(and for the life of me I can never get rpms to work when I need them to)
but I would like to create a script that will convert /proc/uptime from
seconds to d h:m:s and then have it viewable on the web. Ive seen some
scripts that are supposed to do this but they give errors (I suppose because
they are old and outdated).

I would also like to fix the uptime command:

[root@think-solutions root]# uptime
-bash: /usr/bin/uptime: cannot execute binary file

And my rpm woes:

[root@think-solutions account.web]# ls *.rpm
shadow-utils-4.0.3-6.i386.rpm sharutils-4.2.1-14.i386.rpm
[root@think-solutions account.web]# rpm -U *.rpm
dbiTagsInit: unrecognized tag name: "Pubkeys" ignored
rpmdb: unable to join the environment
error: db4 error(11) from dbenv->open: Resource temporarily unavailable
error: cannot open Packages index using db3 - Resource temporarily
unavailable (11)
error: cannot open Packages database in /var/lib/rpm

Are you running "uptime" as root?
Check the permissions of "uptime", and make sure that the UID you are
trying to run it as can execute it.
If the permissions are correct, try doing "cat /proc/uptime". Also check
your /etc/fstab and make sure that proc was mounted (This is unlikley,
but if all else fails, make sure to check it to be safe).
