It could be because we are using Tiles 2.0-SNAPSHOT, which is open to many changes. Struts 2.0.0 includes a very different tiles than Struts 2.0.1. I'm going to mark this as not a problem, unless there is something you feel we should be doing differently.

I think the tiles tld should be in tiles jar file instead of struts2-tiles-plugin jar, just like sitemesh tlds are in sitemesh jar but not struts2-sitemesh-plugin jar. What do you think?

Hmm, and it *is* in the tiles-core jar... which leads me to wonder why I'm having an issue with the TLD location under 2.0.1 that I didn't have in 2.0.0.
