[PR] [format][python] Support additional MAP BLOB key types [paimon]

QuakeWang opened a new pull request, #8963:
URL: https://github.com/apache/paimon/pull/8963

   ### Purpose

`MAP<K, BLOB>` schemas can use `BOOLEAN`, `DECIMAL`, and `DATE` keys, but the existing blob key serializers rejected these types during writes.

Add matching Java and Python key codecs, document their binary encodings, and keep Java/Python interoperability consistent.

   ### Tests

     - `BlobFileFormatTest`
     - Python MAP BLOB key type tests
     - Java-to-Python and Python-to-Java interoperability tests
     - Python 3.11 Flake8
