Please see http://logging.apache.org/log4j/2.x/manual/configuration.html#XML, the first paragraph after the list of configuration attributes, and the section titled "Strict XML".  I'm not sure how to better document this than what is there now.  

To be clear, in the "normal" configuration you would use the plugin name as the element name in the XML.  In strict mode the element name would be "Appender", "Filter", "Layout", etc and you have to specify an extra attribute with the plugin name.
