Description: Any "Download" link on http://struts.apache.org/ is broken: the response is always "Forbidden - You don't have permission to access /download.cgi on this server.". (was: The "guidelines" link near the bottom of http://struts.apache.org/dev/dev-mail.html is broken. The link points to http://struts.apache.org/dev/mail.html, but this page doesn't exist.)
