[I] [C++] Run-end encoding and decoding: Add support for Decimal32/64 and Float16 [arrow]

### Describe the enhancement requested
Basic run end encoding/decoding support was added in https://github.com/apache/arrow/issues/34382, as part of the larger work to support the REE layout in https://github.com/apache/arrow/issues/34176.
Support for Decimal32, Decimal64, and Float16 (HalfFloat) can now be added. I think both of these types were either in development while REE was being developed or were added after.

Once this ticket is resolved, we should file a follow-up PR to uncomment these lines in DuckDB: https://github.com/duckdb/duckdb/blob/78faea5d75f3044eb036ce229a4dbd59424e46ed/tools/pythonpkg/tests/fast/arrow/test_arrow_run_end_encoding.py#L94. cc @ianmcook
