S3A

Steve Loughran resolved HADOOP-13345.
-------------------------------------
Resolution: Fixed
Fix Version/s: 3.0.0-beta1
Closing as fixed. I've added some release notes. Andrew: no bit in the site docs though, other than the bits off the s3 docs. Which, having just read, need a rework anyway, as things which are marked as "stabilising" can now be considered stable

> This issue proposes S3Guard, a new feature of S3A, to provide an option for a stronger consistency model than what is currently offered. The solution coordinates with a strongly consistent external store to resolve inconsistencies caused by the S3 eventual consistency model.
