   Help debugging network connectivity 
   
   ### Description
   
   It had happened couple time for `devlake` failed to collection data from on-premise jira/gitlab etc, the causes are different between cases.
   It would be very helpful if the `devlake` image contains the `curl` utility in terms of connectivity / certificate verification problems.
