Trouble with isapi_redirect.dll

I am installing Tomcat 3.2.1 with IIS 5.0 and cannot get the ISAPI FILTER to
go green.  I have got tomcat running.   I have done the tomcat.reg and
checked that the uri is pointing to /jakarta/isapi_redirect.dll.  

Is there a problem with this version or the isapi_redirect.dll?   Does this
dll need to be registered?
I would be greatful for any ideas.
