Did u configure the servlet controller in your app web.xml?

i addes these jars  to "myStrutsApp1\WEB-INF\lib" and it worked.
commons-beanutils.jar
commons-collections.jar
commons-digester.jar
commons-fileupload.jar
commons-logging.jar
commons-validator.jar
jakarta-oro.jar
struts.jar
