[PR] NO-ISSUE: refactor ci_check_license_headers.yaml [incubator-kie-tools]

   In a different repository, I was adding a CI to check the license headers, and I took the occasion to refactor a bit of this CI.

   This refactoring introduces:
   - Apache RAT caching
   - SHA1 Jar check (sha512 is not available)
   - download RAT and checksum under `/tmp`
   - updated Actions versions 
   - Verify that RAT ran successfully: due to the ` || true` (line 85), if RAT didn't run, there were no `Unapproved:` files and the CI run was green, which is wrong
   - Move the RAT version to an env var
   
   This CI has been already tested on the serverlessworkflow/editor repo and locally with act
