[resources] Messages.getMessage() methods

The Messages class carries over a bunch of getMessage() methods from
Struts.  These methods take a varying number of replacement args from 1-4
and then an Object[].  I'd like to remove these methods except for the
versions that take an array and one single replacement argument.  

This will simplify the interface and implementation of the class.  I'll
take care of this if there are no objections.
