Testing again performed using NetBeans 12.5 and 12.6 with a clean user directory.  If creating a Jakarta EE 8 project without previously adding a server, user is prompted to "Download and Activate" or "Activate" Jakarta EE.  This feature appears to be working without issues on OS X 11.6.
