   ### Description
   
   We have to support idempotent operations of the data point. The timestamp is downsampled and not appropriate as a version number. 
   
   Several components should consider this new field to update their procedures:
   
   * OAP or other clients should generate a unique number to set this field. 
   * Liaison should add a default value(now) if clients don't fill one.
   * KV compaction should remove expired data points based on it.
   * TopN flow uses it to filter duplicated stream elements. @lujiajing1126

   The new column-based engine resolve the deduplication
