ELB doesn't add group management agent to cluster domain

Hi,

$subject when Cloud controller register a new cluster in ELB.

E.g. After creating "myphp.php.stratos.ap.com.php.domain" PHP cartridge, it
only shows following log at ELB.

TID: [0] [ELB] [2013-08-08 17:20:00,406]  INFO
{org.apache.axis2.clustering.tribes.TribesClusteringAgent} -  Managing
group application domain:myphp.php.stratos.ap.com.php.domain,
sub-domain:__$default using agent class
org.apache.stratos.lb.common.group.mgt.SubDomainAwareGroupManagementAgent
{org.apache.axis2.clustering.tribes.TribesClusteringAgent}
