firewalls, proxies, and referencing DTDs locally


Could someone post the syntax to change my DTD references to local files -
I have tried all kinds of things but get file not founds each time from the
sax parser.
Also, does anyone know how to get the Java networking to work with your
proxy so you don't have to change all DTD refs to local ones??  I always
get Java net exceptions (unknownroutetohost or something like that) for
URLs that I can reach with my browser no problem.  Of course the browser is
using a proxy (host = proxy).  Is there a way to change the URLs so that
they include the proxy's address somehow?
