Attaching v1 of the Federation StateStore APIs. The APIs include:
  * _FederationMembershipState_ which encapsulates the YARN (sub)clusters that are participating in Federation.
 * _FederationApplicationState_ which is mapping between the Application and it's home (sub)cluster.
