How to add new rules
When getting new .cf files with rules... how to tell SA to use them?
For now i put it all in local.cf - but i bet there is a better way...

just put them in the same directory as the local.cf file

You can save it as a new .cf file like file.cf in the same directory
where local.cf file is residing and SA will read it too

Save your rules in files, in the same directory as your local.cf.
