For now both Migrate and Reverse actions using same merge tokens mechanism and even can do same thing (there is "reverse all tokens" button in Migrate dialog making it essentially the same as reverse engineering action).
However all other logic of these actions are completely independent.
We should probably combine them in one place to have ability to maintain them. 
Or we can go even further and merge them completely to one menu.
